While Israel has legal frameworks criminalizing both sex and labor trafficking, enforcement remains a critical gap. In 2022, Israeli police initiated 25 human trafficking investigations, resulting in 10 prosecutions and only 5 convictions. Most concerning, no labor trafficking prosecutions were reported that year, despite NGOs identifying and referring cases to the government.
Policies limiting work rights for asylum seekers have increased their vulnerability. The government's non-enforcement policy for Ukrainian refugees and asylum seekers creates conditions that could potentially lead to trafficking situations.
